Proposed Wairarapa Combined District Plan (Appeals Version, 2026)
District Plans must be reviewed and updated every 10 years. The existing Wairarapa Combined District Plan (WCDP) (2011) is now over 10 years old, and the review of this plan started in 2020. This review has resulted in the preparation of a new Proposed Wairarapa Combined District Plan (PWCDP), which was notified in 2023. Since then, public hearings have been held on the PWCDP, and a decisions version released on 8 October 2025.
The PWCDP is currently in its ‘Appeals Phase’. The period for making appeals on the decisions commenced from the Proposed District Plan Decisions Version notification date (8 October 2025) and closed on 21 November 2025. During this time, anyone who made a submission or further submission on the Proposed District Plan had an opportunity to lodge an appeal with the Environment Court in respect of provisions to which their submission related.
Councils are currently working to resolve the appeals. In the meantime, an ‘Appeals Version’ of the PWCDP is publicly available for use on the Wairarapa Combined District Plan Review Website. The ‘Appeals Version’ maps are also available on this website.
Most of the PWCDP is now to be treated as operative, and supersedes the WCDP. Those parts of the PWCDP that are under appeal, are written in red ink and underlined. Where a provision has been appealed, the user is to refer back to the equivalent rule under the WCDP. If there is no red ink, and the provision is not appealed, it can be treated as operative.

The Wairarapa Combined District Plan (WCDP) (2011) has largely been superseded by the Proposed Wairarapa Combined District Plan (PWCDP) (Appeals Version, 2026).
