Engineering Requirements

Masterton District Council requires all subdivision and land development projects to meet defined engineering standards to ensure infrastructure is designed, constructed, and vested to an appropriate quality and performance level.

This page provides guidance and documentation for developers, consultants, contractors, and applicants involved in development projects in the district. The information supports a clear, consistent, and efficient engineering approval process and helps ensure that infrastructure assets delivered to Council are fit for purpose and sustainable over the long term.

Masterton District Council applies and aligns its engineering requirements with the Wairarapa Combined District Plan - Engineering Development Standard.

All development must comply with the applicable Engineering Development Standard, and NZS 4404:2010 Land Development and Subdivision Engineering, unless otherwise specified by Council, and with any other relevant standards and reference documents listed on the Wairarapa Combined District Plan reference documents page.

Data Checklist for Engineering Approval – Outlining the minimum information required when submitting engineering drawings and supporting documentation for review.
Development Engineering As-Built Requirements – Detailing Council’s requirements for as-built plans, certifications, and asset information for infrastructure assets to be vested in Council, to be submitted prior to Section 224 certification.
AWM Data Collection Register – Specifying asset data collection requirements for roading infrastructure proposed to be vested in council, to support accurate entry into Council’s Asset and Works Management (AWS) system.
